I just answered my own question about child restraint laws. I found

this website:

I am still not sure what happens when you are driving through another

state (i.e. if you can get fined). For instance, effective 7/1/05,

Tennessee's law changes to this: 4 through 8 yrs. and less than 4'9 " in

a booster seat. is 4'4 " at 11.5 years.

Glad you posted that because here I am going to Tennessee all the time

with my 6 yr old in a regular seat belt only. Of course she is non RSS

and weighs in at 55 lbs, but I could have been ticketed. I'm not sure

what the exact law is here in Arkansas, but if there is one that says

she should be in a booster seat than they do not inforce it. We were

stopped in a road block during Memorial Day by the state police and

they did not say a word about the oldest not being in a booster seat.

About the rear facing question, I think I just turned Hailey around

when I thought she was ready and I know it was before she turned 20

lbs. She only weighs 22 lbs now and I know she has been forward facing

for at least a year now.
