I bought 100% North American clover honey that is U.S. Grade Fancy Unfiltered uncooked honey. It does not look clear so I don't know if this is ok. Creamed honey can be legal, but it needs to meet the two parameters Elaine established. It has to be 1. filtered (it will be clear when liquid) and 2. 100% pure Since this is an unfiltered honey it wouldn't be legal.
