There is a STARband provider in Toledo, Ohio:

You will need a prescription from your pediatrician or a specialist to get the band but you can usually go in for a free evaluation.

Besides checking with the regarding the band, you should also talk to the ped about physical therapy for your son.  The turning to one side is Torticollis and is best fixed through physical therapy and exercises that you will do at home.
