I was fortunate in not having to buy one as I am a member of the NC State Pipes and Drums, and they provide the kilt. There is a store in Linville, NC called 'Everything ish'. It is run by a gentleman named Harvey. If I were to buy a kilt (which I eventually will so that I can wear my husband's clan kilt - Sinclair), I would more than likely go thru Harvey. That is not to say that he is the best or would be the least expensive; I have formed a bond with him over the years, so there is a loyalty issue there. I receive several magazines that advertise kilt makers, and if you're interested, I can pull them out an get some contact names/numbers for you. I think you'll be looking at over $400.00 wherever you go. If you want me to check, just shoot me a private e-mail to joostema@.... I think it would make a wonderful gift!!
