SPONSORSHIP for Bill entitled to be an act: RE: United States Autism Ambassador I am requesting sponsorship national resolution for appointment of United States Ambassador of Autism. We the People, By the People Need an Autism Action Plan and an United States Autism Ambassador. We the people all that have voted, have voted unaniously for this new title of United States Autism Ambassador and all that have voted have nomiated LD Wedewer. Please advise as to your intent on this important matter. WHERE AS there are many groups working for the benifit of individuals with autism spectrum disorders such as but not limited to; Autism Ambassadors, Autism Awakening, Autism Council, Worldwide Autism Registry, Unlocking Autism, Autism Society Of America, Auto Immunity Project, CAN, and DAN (Autism Research Institute). WHERE AS a result of autism, an estimated 400,000-500,00 Americans have lost the ability to communicate and interact with others. This year it has been determined that 1 out of 53 babies born every day in the United States would later be diagnosed with One of the Autism Spectrum Disorders. In Iowa we have over 4,000 individuals affected by autism. WHERE AS Dr. Marie Bristol-Powers from the National Institute of Child Health and Human Development stated that in more recent studies, the prevalence is much higher and that autism spectrum disorder is not rare. In fact, it is a pressing health problem. WHERE AS the recently released Center for Disease Control and Prevention report found that autism spectrum disorder occurred in one in every 150 children. WHERE AS According to the National Center for Education Statistics, enrollment will be 55.9 million by 2005, 280,000 students with autism spectrum disorder! At least 800,000 educational personnel are needed to serve these students. WHERE AS Today Autism Spectrum disorders is even more common then Downs syndrome, Diabetes, Muscular Dystrophy, Cystic Fibrosis, and many forms of childhood cancer WHERE AS Professionals worldwide are working together in one great effort to raise awareness, treatment, therapy, and educational options, resources, support, and legislation. Each professional is taking charge of his or her piece of the autism puzzle. What will you do when it is your turn to take your puzzle piece? WHERE AS Caring for people afflicted with autism costs more than $13 billion per year, and the majority of these costs are borne by the families of the victims of autism. These parents have sacrificed tremendously to provide the specialized education and support services that their children need. Yet, they still do not receive the support they deserve from the government. WHERE AS Even sadder is the fact that 40-48% of children around the world never receives the current diagnosis, waivers, resources, or support they need, and fall into the cracks. WHERE AS there is hope and in 2001-2002 Legislators, State Autism Ambassadors, Autism Council, Autism State Representatives, Autism Awakening, ASA, CAN, DAN, C.A.R.E, Autism Caucus and many other Autism Organizations are in each state working for better services and resources for families, individuals and children with autism. In the 2001-2002 Autism Campaign we are taking a progressive and pragmatic approach on autism related issues. WHERE AS With legislators and professionals help we can be prepared for the increase, raise awareness on a much larger basis that this disorder merits, and have a better understanding of autism. WHERE AS We urge that the United States shall establish and administer the position of Autism Ambassador of the state of Iowa. It shall be the function of the Autism Ambassador to act as a liaison to primary and secondary medical community, educational community, Legislators and general public in this state in issues related to autism. The Autism Ambassador position proposed is to be filled by the already inducted COSAC Iowa Autism Ambassador L.D. Wedewer, who has experience in this position. We also request the governor, Senator, or congressmen make this appointment. L.D. Wedewer has already agreed to take this appointed position upon passage of this resolution. These positions will not replace Madam Autism Ambassador's other positions that are held for for autism, but this position will be in addition to those positions. WHERE AS The Autism Ambassador duties shall be established and listed within this paragraph. These duties shall be tailored to her relative skills and educational background on autism. Duties of the ambassador may include, but are not limited to; providing seminars, workshops, and conferences on the subject matter areas in which the ambassador possesses expertise, hold yearly campaigns, rallies, and distribute information regarding autism to raise awareness, educate the citizens of this state in the alternative treatment options for autism, bring new free and appropriate programs to Iowa for individuals with autism, submit to legislation resolutions and bills for autism related issues, accompanying in the exercise of the Autism Ambassador's duties in the state, and speaking at public gatherings in the state. WHERE AS The Autism Ambassador shall receive, in lieu of compensation from the district in which the ambassador resides, a salary equal to that which other governmental positions received during the fiscal year, for which the person serves as ambassador, or thirty thousand dollars and benefits, whichever amount is greater. The ambassador shall also be compensated for actual expenses incurred as a result of the performance of duties, materials, and responsibilities under this section. WHERE AS The United States and the State of Iowa shall grant funds in an amount equal to the salary and benefits the Autism Ambassador would receive from the district or thirty thousand dollars and benefits, whichever amount is greater, to the Autism Ambassador. The department shall also reimburse the Autism Ambassador for actual expenses incurred as a result of the performance of duties under this section. The State of Iowa shall grant the person a ten-year sabbatical in order to allow the person to be the Autism Ambassador, and during the sabbatical, shall pay the salary and benefits of the ambassador with funds granted by the State of Iowa. WHERE AS The Autism Ambassador shall be entitled to return to her same or a comparable position without loss of accrued benefits or seniority. THEREFORE as a nation we will be ready for increases in autism by the year 2005. THEREFORE bBe it further known that the United States Autism Ambassador be known from this day forward as LD Wedewer, United States Autism Ambassador. THEREFORE LD Wedewer United States Autism Ambassador is further charged with the duties and obligations underlined within. THEREFORE be it known that LD Wedewer Is granted the United States Autism Ambassador title.
