WHOLE seeds.... would not be legal for a beginner.... but ground up, as a spice, would be legal as a seasoning. Just like cumin or coriander. Fresh fennel bulb or the soft ferny fresh fennel foliage should be just as legal as celery.... though fennel isn't listed at all on Elaine's website. Not sure why. If fennel is found to be legal add a bit to the stuffing for its licorice flavor. It's interesting that without a recipe, I used to add many of the other ingredients to a stuffing based on almond flour. But I always ate half of it before stuffing anything with it b/c it is so good. A tip, the Kosher Cornish hens are tastiest. They come frozen Carol F.
