It is the surgeon's decision whether or not to do surgery on an individual. The amount of rationale behind the decision that is explained to the disappointed patient on any elective surgery is entirely up to the surgeon. So you read it again, and again, and again if you like. lol I've got better things to do, like packing to go down and see for myself what Dr. Rutledge, and his crew are really like.
