Why does taper down on steroids bring back flare

Please , is there someone who knows ,its very common right? when you taper down

on prednisone steroids flares can come on.My husband had to go back up to 40mg.

Boy is he doing better today.But, now we are back up to 40 again. how long could

he stay on that.anybody.
