HI Kara!I'm a Certified Child Passenger Safety Technician.  Your son's head should not be slumping forward if he is rear facing.  (Band or not).  The angle should reclined enough to prevent that.  It sounds like you just need to re-install it at a more reclined angle.

Thank you . I will have my husband fix that tonight. Our car sats have

quite the slope so I thought maybe the seat wasn't installed right. Thanks
