It is uncommon, but not unheard of. I always recommend taking your own photos so you have something to compare with every week or two and see if the head is improving. If she is tilting her head it sounds like she also has torticollis. Is she being treated for this? Tort contributes quite a bit to plagio, so in addtion to banding she should be having physical therapy to help stretch and strengthen her neck muscles. Most of the work is usually stretches you do at home but the therapist will teach you how to do them and monitor them at home (probably you know this and are doing it). Even after successful banding some babies still need PT. I would definitely talk about your concerns with you ortho. It really doesn't matter if you sound like a btch - you are justified in doing so. If the band is too big and lopsided they should make you a new one. At 19 mo a proper fit is even more important since you've missed a lot of time for correction.
