I think that the probability that you will encounter frozen vegetables that have been dusted with flour is so very low that you should not consider it. I do not believe that any producers of frozen vegetables dust them with flour. On the other hand, there are some ready made frozen dinner mixes that may include sauces that pose a threat. Soy sauce is a particular ingredient that should be considered unsafe, since it usually contains wheat. But if you are buying a simple package that contains one type of frozen vegetable, like corn, broccoli, etc. then I think you need not worry about flour. Frozen potatoes (french fries, tater tots) are often dusted with flour, and many of the mixes need to be avoided because of thickeners or soy sauce as Steve said. The one thing to look out for with plain fruits and veggies is unknown natural flavors. I encountered some frozen fruit with natural flavors listed in the ingredients, and so I ended up calling C & W and Cascadian Farms. Both said that their plain fruits and vegetables are all fine (not the sauce mixes) and any problem ingredients would be listed in a more obvious way. Trader Joe's Brand are also fine (their plain frozen fruits and vegetables are listed in their handy little booklet of gf foods -- you can print it off their website, or often get one in the stores. I think the most recent version is from january '04.)
