Wondering if my son should switch to a older classroom

My son is is 3 and goes to school five days a week for 3 hours a day. I just

received his 6 month evaluation and it seems he hardly talks at school without

prompting. He is extremely shy at school and extremely loud at home in terms of

expressing his needs and also in terms of having fun . When he is at school , he

is like a different kid . I really would love to see him interact more and be

himself more. I expressed this to his teacher and she says that she knows he has

more language but he hardly uses it there. He is almost 3 and a half and is in a

class with 2 year olds because that is where is speech level is. Unfortunately ,

these children have speech delays too so they arent saying many words or

interacting. Now, if he went into a higher level, he would hear more

interactions and possibly get more involved with the other children . On the

other hand, I am afraid he will feel inhibited because he cant say some things

he needs to say . I am not sure what the better option is. All I know is that

his report explains that he is anxious and very shy. He is not like that when he

is playing with the kids at the park or my older son's school. Any insight would

be appreciated. Thank
