It can be part of normal development, or if the errors persist past the normal timeline it can be part of a phonological disorder. Here is a great table which explains typical development. There are links to other tables showing when kids should make the various correct phonological sounds. One warning. I haven't explored this SLP's site, but one of my kids' speech therapists said she doesn't " believe " in apraxia. They also have a child verse with a red bear. Mama involve moving the tongue to the top your mouth which may be hard for him to do.
