Averaging Receptive and Expressive Language Scores?

I am beginning to prepare myself for my sons 3 year old evaluation to see if he

qualifies for EC. I have been told by a few people that I would consider are 'in

the know' that my son may not qualify for services because his receptive is so

high and since they average the scores he may not be low enough. When I asked if

there was a way around this I was basically told no. Do I have any options here?

They make it sound like they cannot score these areas separately, is this true?
