You can break it up, half in the morning, half in the afternoon if you want to. My son is 3 1/2 and has apraxia as well. Since he's nearly 4, I give him two scoops a day. Don't worry though, you can't overdose on it, it is just food. :-) If you aren't seeing much change, you can up it to a scoop in the morning and another in the afternoon. My son is only 4 more pounds than your son. (he's a bean pole!) How are you giving it to him, in a drink or mix it up in his food? Be sure to post again and let us know what you are seeing! It sounds to me like you are not yet aware that there is a scoop in the canister. Take a butter knife and you will find it in there. Then you want to use just one scoop. I would start at level and then go to a heaping scoop which is pretty norm for 2 year olds. Some 3 year olds are being brought up to 2 scoops. The ingredients of NV are all whole food -no nutrients are added they are all from the whole food, and NV is 100 percent water soluble -but I still would feel most comfortable if you check with a knowledgeable medical/nutritional expert about dosage.
