Schools will not diagnose -they will tell you if there is a receptive or expressive delay etc. and let you know if your child qualifies for services through the IEP. Children are entitled by Federal law to a Free and Appropriate Public Education in the Least Restrictive Environment and this starts with the preschool program... from what you are saying your child does not qualify. Many children in our group have expressive delays -but that doesn't mean receptive delays and yet without advocacy and appropriate testing the word " receptive " delay frequently will be added to the IEP too. This again is why an outside evaluation is highly recommended. So please explain if you can- you have a 4 year old -the school says he's not qualified for the preschool program, you plan to homeschool -but this same child who right now doesn't qualify for any preschool program will qualify ____ (when?) for one on one a few times a week....when he's school age? Or do you mean he will qualify for speech therapy alone just not the rest of the program? But if he's not qualified for the preschool program which for SURE you need to check them at the door on with an outside evaluation...the question to them from me is then why would he qualify for one on one services a few days a week at some point? That makes no sense! Either he's not qualified or he is qualified! And how can he be not qualified for any preschool services at all and not only qualified for services but one on one therapy a few times a week once school age which is what we all advocate for?! It is very uncommon from what I have seen for any school to offer one on one therapy a " few " days a week without some advocacy -and in many cases we have to advocate our booties off for that. So yes again please do explain if you can.
