also an Invesitgativ reporter our the 5th larest school district in the

Naton. County SChool District.......The Las Vegas Tribune.

This is 3rd article I have written which may be on the front page of the

paper.

CCSD POLICE CHIEF ARROYO LIES ABOUT PURCHASE OF TACTICAL, ASSAULT WEAPONS

TO TRUSTEES AND SUPERINTENDENT

Well, here we go again with the CCSD Campus Police not doing their jobs so

they can cover their buttocks but this time�� someone is going to get

killed.

UPDATE: Battery at Treem Elementary School � 2 teachers commit battery on a

parent and advocate for a disabled child during a Special Education Meeting.

We have been notified that this is a criminal case now.

CCSD Campus Police have NOT arrested these two women nor have they been

removed from the classroom. What�s the hold up? It�s been almost 3

weeks now. Detective Loren states they are still investigating.

BUT if this was a student�� they would have been gone on the same day they

committed this crime, put in jail and before a Judge in the blink of an eye.

What is good for the Goose is not good for the Gander. Different set of

rules for Students compared to CCSD Employees. Thank God these 2 teachers

did not have guns.

Now we have Chief Arroyo lying to the CCSD Trustees stating that the CCSD

Police have not bought 14 DPMS AR 15 rifles at a cost of $10,219.30�.or 1 of

5 Beretta Carbine and Magazine at a cost for one was $754.95. He stated

(recorded on Video)� We never purchased that stuff.

What Arroyo should know, but seems he doesn�t, is that we have the invoices

from American Shooters of Las Vegas where the weapons were bought and

delivered to the Chief. We also know that the CCSD Police Officers are

practicing with the guns at the shooting range. These are not the

individual officer�s guns, of which Arroyo has stated�..the program requires

police officers to purchase and qualify with their own firearms.�.but the 14

Rifles and 5 Beretta CX 40 SW Storm Carbine with PX4 Magazines, were

purchased by the CCSD Campus Police and not the individual officers.

A Beretta CX 40 SW Carbine nor the AR-15 Rifles are not paint ball guns, but

one where one bullet can go through 5 students and a locker. Death is

immanent! Chief Arroyo is attempting to tell people that the rifles are

equivalent to paint ball guns that either stuns the victim or causes

bruising. This is possible with rubber bullets. Again the invoice tells

different and our sources states they fire REAL bullets, bullets that kill,

not to just stun someone or cause bruising� but to KILL.

Here is the Beretta Carbine. It�s an oversized pistol. It is shorter than

a rifle but very deadly. It is the preferred weapon for law enforcement

tactical teams such as SWAT and by Special Forces teams such as the Navy

Seals. It can take magazines from 10 rounds to 40 rounds.

Here is the AR-15. It is the law enforcement equivalent to an M-16. It can

be accessorized with a scope and take magazines of 10 to 100 rounds.

There are numerous incidents that the CCSD Campus Police, under the

direction of Chief Arroyo that have never hit the news or even to the CCSD

Board of Education Trustees. We have the incident of a CCSD Police Officer,

who pulled a 70 year old lady out of her car in front of a school, did a

take down on her and arrested her for passing a school bus. She was found

innocent, the CCSD Police Officer was found guilt and the woman was awarded

$50,000 from the school district. The past Trustees approved the settlement

but they didn�t know what it was for. Was this ever reported to anyone?

Not until now.

What we have here is unclear guidelines, policy procedures and regulations

of the CCSD Police Department that is running wild, plus lying, deceit and a

conspiracy by Chief Arroyo. As stated by CCSD Police�. �But this department

(CCSD Campus Police) isn�t run like a normal police department� the people

responsible for over seeing it really don�t understanding what they�re

doing.� That�s a terrible thing to say about the Superintendent and the

CCSD Board of Education Trustees. Are they not the ones that sign his pay

check.

How true this is, Arroyo knows it and he takes advantage of it�until now.

He has been caught lying to the CCSD Trustees and the CCSD Superintendent by

this reporter.

Historically no one on the Trustee and Superintendent level is running the

CCSD Campus Police Department ship. Arroyo is taking the helm all by

himself with no accountably to anyone. They have been off doing their own

thing without any Monitoring. No Discipline for fraud and lying about the

purchase, delivery and use of these weapons not has it been investigated.

How can the Trustees and Superintendent discipline (or fire) Arroyo when

they know nothing about this? Until now!

Still to this day, without a thorough investigation and inventory done, no

one knows why these weapons were purchased. No one knows what weapons or

how many weapons they have. Are they creating a SWAT team? Do they think

they are first responders when they are only a Category 2 - the same as a

security guard? Metro are First Responders. CCSD Campus Police think they

are. They are not trained by the Police Academy as Metro is�..they are

trained by POST. They have no Training in being a SWAT Team as Metro is and

Metro practices everyday. CCSD Chief Arroyo has at times, hid the weapons

and no one was allowed to use them because some of us have come to close to

the truth. Chief Arroyo can not say anything different. Through sources

it has been stated that the weapons are at the CCSD Police

Station�..plus the officers are arriving at the shooting range bringing the

weapons with them in their cars. This is important to know when the CCSD

Superintendent and Trustees ask for an investigation and an inventory count.

Solution to the Problem: Fire Chief Arroyo immediately. His actions and

lies are going to get someone killed and it could be a student or a teacher,

or a parent or an advocate.

Solution to the Problem: Trustees and our Superintendent need to develop a

firm and legal guideline to the CCSD Police Department. They need to state

to the public if they are a �real� Police Department or not and publish

their limitations. They need to set up a monitoring and accountability

procedure of what the new Chief of CCSD Police can or cannot decide on; to

give them a legal time line to investigate; and needless to say the

purchases for weapons.

Solution: Get rid of the CCSD Campus Police completely and contract with

Metro Police, Police and North Las Vegas Police. We are already

using Metro for most of the problems on Campus and for sitting in their

Police Cars in front of the Schools.

When you dial 911 we get Metro, Las Vegas Police department�..NOT the CCSD

Campus Police.
