If it is like the ones I use in Arizona, while it is still wet or moist, you tie it around your neck (loosely of course!!) with the coolest part on the back of your neck. The ones I use have a pocket in them for filling with ice, also.

This cools the blood going to your head so you aren't such a "hot-head". ha

Has anyone ever bought and used a KOOL-TIE? It is suppose to keep you comfortable in hot weather. The directions tell you to submerge in cool clean water for 30 to 45 minutes. What next? I've not used the KOOL-TIE, but I did purchase a device once several years ago when I went to Florida that is battery operated. It fits around the back of you neck. It's metal-like and you fill it with water. The unit then becomes cold and draws the heat out of your body. It worked great for me.
