That's the question I've been asking the last few months, DOES DST MATTER?

If it's Between 9PM and 3AM, that would be 10PM to 4AM during DST, so NOW that we're back to standard time, 9PM to 3AM is the proper time to take it. All those who've been taking it AT 9PM the last 6 months have actually been taking it at 8PM. The planet doesn't care where we set our watch, the planetary rotation is always on Standard time.
