As far as I know there have been no changes to the federal law regarding providing support to students with disabilities to the level necessary in afterschool or non academic school activities. You may want to ask for any change or provision in writing. I took the statement below from the slaw website. Any specific support needed for the student to participate in afterschool or non academic activities have to be reflected in the IEP in the related services section. You say in your email that they changed his IEP...did you agree with the changes? Pam :)

d. Special education and related services to be provided. The IEP must list the special education and related services to be provided to your child to make progress in the general curriculum and to participate in extracurricular and other nonacademic activities. This includes supplementary aids and services (such as a communication device). It also includes changes to the program or supports for school personnel that will be provided for your child.

I have no clue what they are talking about. You really need to contact them and make them show you the "new rule" in writing, where it is, who made it, etc. Make them prove it. Do not try to track it down on your own. It's their new rule.
