As Carnacles is already a Canadian citizen, the most cost-effective way (and humane) option is to allow his family to remain residents of the country. If the family is separated the heartache will be tragic and the burden upon the Canadian government to raise him as a child with special needs in foster care will be far worse. Not to mention that the foster system is already over-laden with children and often the result is that the child no longer is the subject of the mandate to be placed first. Though there are good foster people (this is not to negate that fact), the sad truth remains that the child may succumb to a terrible fate amongst those already burnt out and simply seeking financial compensation for his care rather than in the loving hands of his family who will always place his needs above all else. Toronto Sun Newspaper reports: " The family initially applied for refugee status but submitted an incomplete application that didn't include their ties to the community. The family didn't use a lawyer and relied on a friend instead for help. " The report goes on to develop the true status of a family described as " hard-working and exemplary citizens who contribute to the community " as per MP for Brampton-Springdale. " The Carnacles also have the support from the Provincial Advocate for Children and Youth... whom feel the deportion order ignore's 's rights. " Again, I repeat - statistically - to place the child in the foster system away from his natural family will place MORE financial burden on Canadian residents than it would to allow the family to remain united within the country of Canada. This evening I received a personal email from the family thanking me for my comments upon the petition which I forwarded directly to them as well. They took the time to thank me... a stranger to them. In my eyes, that further demonstrates their honour and integrity. My heart bleeds for these people who obviously are in a predicament that clearly demonstrates the errors of bureuacracy. At present, benefits from a spectrum of community services that are helping him to develop and reach his full potential. If the Carnales family is deported to Uruguay, will lose access to these services. Although some social services are available in Uruguay, they are not comparable to what receives in Canada. A child who is a Canadian citizen should not have to settle for anything less than the best that Canada has to offer. The Carnales family is hard-working, self-sufficient, and well established in their community. They have a mortgage and a house in Brampton, Ontario. They pay their taxes. Carnales works in a skilled job. Eleven-year-old Santiago Carnales is in grade 6, and has had all of his schooling so far in the Canadian public school system. The Carnales family poses no threat or burden to Canada. This family deserves Canada's compassion. Please give meaning to the words " humanitarian and compassionate " and grant an exemption to the Carnales family.
