Please do everything you can to protect clean air and

clean water by maintaining strong " New Source Review "

language and enforcement. Here in Michigan, many older

power plants lack modern pollution control technology.

The result has been more asthma attacks and fish consumption

advisories from mercury contamination. The New Source

Review program was premised, in part, on the false

assertion by industry representatives that certain

facilities, such as power plants and refineries, would

be replaced with newer cleaner plants. Instead, abuse

of the current New Source Review program has artificially

extended the lives of these plants.

Meanwhile, data regarding the health impacts of the

emissions from these facilities suggests these olds

plants pose even a greater risk than previously suspected.

Therefore, I urge you to maintain the strongest possible

" New Source Review " regulations requiring old power

plants and refineries to meet modern pollution limits

when they are significantly modified. I also urge you

to support efforts to develop a comprehensive strategy

to sharply reduce the four major pollutants emitted

by power plants: nitrogen oxides, sulfur dioxide, mercury

and carbon dioxide.

Do not allow public health to suffer, when newer, cleaner

technology is available and feasible. We can and should

do better. Please, maintain strong New Source Review

regulations for old power plants and refineries.
