Yes but often there is a relational element between other problems that connect it with the issue.

But discipline is needed. As for trade agreements these do affect the environment we live in due to contaminates that we will have to accept that our laws other wise would have prohibited it's use.

This is the cost of a government not protecting it's people in real time.
