I agree with ne,

I would bring up the Idea law (In writing) where ne highlighted in yellow to the Special Ed director of your school dist, (stop messing with the school directly, go higher) if the Special Ed director does not respond to you right away, I would then do the following:

Go to your state dept. of Ed's Website. You should be able to download a State Complaint for there.

There will be a place to write a statement of the Alleged Violation. This is where you are able to write that you brought up the pattern of suspensions and the school and the school dist has done nothing as far as a change in placement, then I would say this is a denial of FAPE as you are asking for a change of placement and no one is doing anything to make this change happen. You will also find a section where you are able to give the background info and your facts. I would do all communication with the school in email and verbally, then with the email you are able to show the dept. of Ed what you did yourself to try and remedy the situation before it came to filing a complaint with them, and attach a copy of your email communications to your complaint form. You will also be able to write how you feel the problem can be resolved.

There are specific directions on the State Complaint form on how to file be sure to read those and follow the process that way there will be not miss communication anywhere.

I would get started now, as it will only get worse as it seems the school staff have no clue on how to teach a child with autism, it is obvious there is nothing autism specific about your daughters current IEP. Oh, and definitely get a hold of an ARC advocate to help with your child's situation.
