It is required to allow for open bidding and to prevent a community or the state from "selecting" a friend, campaign contributor or unqualified people from being given contracts. It also, hopefully, prevents government from hand picking companies that will give findings in their favor. This attached memo clearly reports that there was no RFP for the selection of air indoor quality testing for Boston City Hall. It seems that the City "hand picked" the three companies they wanted to bid. Does this process give anybody else the same "foul odor" that I smell? Ken Moulton Hi Ken: I spoke to Sinagra from Property Management who said that there was no RFP that asked for the inspections, but rather three telephone bids were conducted. All were all under $5,000 and the average cost of the testing was $2,000. Hope this answers your question.
