You must advocate under the issue that your brother is a potential " school refusal case " . This is a diagnosis. You will probably need to get your brother into private counseling so that he has an advocate helping him through this huge transition to a new school. The state is required to provide an education, school refusal is a diagnosis and must be addressed by the school however as I mentioned your parents are likely going to need to get a therapist to help advocate. Often schools blame the parents for being too soft on the child, this is why an outide therapist will be needed, to so that the parents are doing there part and that the child needs help from the school.
