When my son was two I worked at his nursery school and we tried and tried for weeks to get him to keep his shoes on. (and stay out of the water in the sinks!) we finally gave up, let him take off his shoe and also play in the sinks. He's 13 now and still HATES shoes. We make him wear them to school but once he's home they're off and he lives barefoot. I'm sure the neighbors think we're a bunch of hillbillies letting our son run around this way! I've learned with this whole sensory issue thing to really pick my battles and this is one I let slide. Good luck and yes, velcro is GREAT!
