Leesburg to test for source of illnesses

LEESBURG -- City employees are getting sick a lot these days, and they

suspect the historic municipal building annex on Orange Avenue has something

to do with it.

A recent inspection of the old building found exposed asbestos and peeling

paint. Now an environmental testing company has been hired to look for other

problems that may have contributed to the rash of illnesses.

Cost for tests is about $9,500, and thousands more could be required to fix

the building. Results also could force the city to move employees out of the

building until changes are made.

The annex is the second site to undergo investigation in recent years.

City Hall -- another historic building dating back to the 1923 -- was

checked out three years ago, when extensive mold was found underneath the

wallpaper in several offices, staff workers said. The vinyl wallpaper was

removed, and the walls were cleaned and painted.

The annex, across the street from City Hall, was built in the 1930s. It was

used for a post office until a postal center was built on Palmetto Street.

The city then converted it into a library. Ultimately -- about 1986 -- it

became the annex for city offices.

Cramped hallways, old railings and doors show the building's age, but the

interior offices have been upgraded several times.

Recently, employees who work in the city's housing and engineering

departments complained of numerous illnesses. Some sought medical help,

according to city reports.

The city asked Central Testing Laboratory for help. The company found

exposed asbestos was used to insulate a pipe. The company taped up the pipe

and recommended that a certified contractor make permanent repairs.

Employees were surveyed about their experiences.

City commissioners agreed this week to allow Central Testing to do a

complete survey of the annex with air quality tests and sampling for fungi,

bacteria, dust, lead and asbestos.

Results could be reported in about three weeks.
