If the condition of the pipe insulation is fair to good, you may want to consider encapsulation. If the asbestos must be removed, the best method is to have a licensed asbestos abatement contractor perform the project using the required containment, personal protective equipment and glove bags or whatever method they deem as appropriate for the particular project.
