This is an idea of what other States are trying to do. Can New Hampshire not, at least, try something? The First obligation of Government is to protect the Citizens. Some of the things it does to people are it causes respiratory problems, attacks the bodies Immune Systems, breathing problems, hair loss, constant sore throats and diarrhea, swelling in your body, problems sleeping, memory problems and possible brain damage. Those are just a few of the health issues that are known. The most serious Toxic Mold, Stachybotrys, is considered a weapon of Biological Warfare by the US Army. It is considered a cousin of Anthrax. This is what is invading many homes, schools and buildings across New Hampshire. According to media reports, some buildings infected with Toxic Mold are Government buildings where people work. There is a side issue that is economic. Another byproduct of this mold issue against home and property owners is the lack of insurance coverage. While banks and mortgage holders require loan holders to have insurance coverage, very few insurance companies nationwide will cover any claims or loses that are suffered due to mold or the substandard construction that might cause it. Should a home collapse or burn down there is no protection. Should anybody die or suffer injuries due to this mold or substandard construction, there is no protection for the public. Nationwide, insurance companies are refusing to over any homeowner coverage for mold or anything caused by poor or illegal construction. In this same light, banks are beginning to refuse to grant mortgages without this coverage. In turn our state and federal economies are just beginning to feel the effects. With banks giving fewer bank mortgages for construction, union carpenters, plumbers and electricians are working less. Realtors are selling fewer homes. This leads to job losses in many of the side industries effected by new construction. This also leads to high unemployment. When people realize they lost their jobs, health and homes because politicians at the local, state and federal level ignored the causing issues, they become angry. These angry citizens vote. Get the picture. If not, attached is a photo o Stachybotrys Mold. It is from our home. Let us not also forget that New Hampshire's economy depends upon tourism. If tourists become ill from these Toxic Molds in New Hampshire, how many will never return to New Hampshire? Stachybotrys, when it dries, becomes airborne just like Anthrax and can be transmitted from ones office to ones home. New Hampshire needs to deal with this uninvited Toxic guests today. Tomorrow may be too late. Your citizens depend upon you Legislatures to protect them. They will not accept excuses when their family members become sick from this Toxic Mold. Also, I stopped using the term "peace" over 30 years ago. It is obsolete when fighting for the safety of ones family and friends. Thank you and your welcome are more appropriate. Substance abusers, in almost all cases broke the law. Did New Hampshire join other States in their fight against the cigarette companies? As far as your depth of Knowledge of toxic Mold, I obtain my knowledge from 2 of the top 5 International experts on Toxic Mold. I have employed them both. I also rely upon the knowledge of the US Army in which I served for many years. You state that there is little issue of Toxic Mold in New Hampshire. Would you please send me a list of the Government or Medical studies that have been done? If none have been done, would you send children to schools that might have Toxic Mold when no studies have been done? Isn't that sentencing children to a possible life of illness from Toxic Mold when testing could have prevented it? Do they not deserve the same financial protection that you give to substance abusers? Perhaps, as some experts have stated, Stachybotrys Toxic Mold was what caused the Irish Potato famine that killed millions. Some experts also say that the Black Plague of the Middle ages was also Stachybotrys. Half of Europe died then. What my Legislation proposes is to begin a study of the Health Conditions of Toxic Mold. It states that qualified reports from other health groups such as the EPA and CDC can be used. The reports of the New York City Health Department are considered to be the best there are. The final part of my Legislation holds punishments for those that knowingly allow or create the conditions for Toxic Mold. This is called accountability for ones actions that are illegal. Do your Laws in New Hampshire not hold a criminal liable for robbing a family? Should any individual or group that robs a family of their health by illegal acts also be held liable? My anger is only directed at those in Government that complain there is not enough money, or some other bland excuse, for not protecting Americans. Excuses mean so little when your family might die from these Toxic killers. My family moved to New Hampshire over 370 years ago. It seems that the values of helping their fellow citizens they followed have been forgotten or ignored because it cost too much. Is this the legacy New Hampshire choses to follow? I'm sure you know what happened on September 11, 2001. In spite of the Terrorists, President Bush had his staff contact me so that I would know that he had ordered the EPA to help in our Toxic Mold fight. Vice-President Chaney has ordered HUD to also join our fight. Will New Hampshire join or be left behind? As far as your comments about Libraries being burnt during VietNam, it wasn't me or my friends and family. We were fighting for our Nation in VietNam just as we have proudly fought and served since the Revolutionary War. Some even died. So, instead of saying "peace", I prefer to say "GOD BLESS AMERICA". I am highly disappointed by the lack of action of the Committee on this important issue. It seems that the easy way out has been taken again. Instead of working with my legislation you have gutted the entire issue with a law that helps nobody. As I told Senator O'Leary's staff a few months ago, I cannot support his legislation. If you listened to what I said at your hearing, and all of the documents I provided to you and the Committee, you would understand. In Section 2 you name the State Board of Building Regulations and Standards as one of the groups to work on developing standards. As many of the Massachusetts Public Records that I gave to you show, it is members of that group that have failed to enforce the building codes of Massachusetts for over a decade. These failures have lead, in many cases, to Toxic Mold in homes, schools, offices and government buildings. I believe that is the head of that group. As Massachusetts Public Records show, he and some of his staff have blocked investigations by the Attorney General into illegal construction. He and some of his staff have also been deemed as unqualified by the State to be Building Inspectors, a requirement for their job. He and some of his staff have also ignored committees of the Legislature in the past. As I told your during the hearing, I think Mr. and some of his staff need to be fired. It seems that you and many other legislatures want to give him more power so he can wreak havoc on Massachusetts citizens. Senator O'Leary's staff sent me this bill a few months ago and I told them of this very issue. I knew this bill was aimed at replacing mine. Mine helps people and provides justice. This bill does more studies and nothing more. Those of us suffering from toxic mold still have no help from you, our legislatures. It seems that nothing was changed. This bill will allow state employees that have a documented record of ignoring the building codes and safety of citizens to have more control. Instead of preventing Toxic Mold, these people will again allow the conditions for Toxic Mold to grown and hurt more families. Is this your intent? As far as the Dept. of Public health, I had also asked them to help Massachusetts families in our fight against Toxic Mold. They too have remained silent. We need a new approach to deal with these issues. You seem to use the same old approach that has failed Massachusetts for years. I expected better.
