What's the point of having a State Board of Insurance if it allows insurance

companies to form unregulated branches and then to shift more and more of

their policyholders into those branches?

You know the answer to that as well as I do, it's to

COLLECT license fees, nothing more, nothing less. the

investigation division are the least worked division

of the State Boards. Anybody for racketball?
