Thanks for the information. We are finding many patient's with platinium

toxicity who need additional detoxification programs to get well. .

Dear Sir:

In accordance with the provisions of Section 8(e) of the Toxic Substances

and Control Act (TSCA), as interpreted in the Statement of Interpretation

and Enforcement Policy (40 FR 11110, March 16, 1978), Dow Corning is

submitting the following information as a Notification of Substantial Risk.

Test Material:

The test substance, DOW CORNING 3-8015 Intermediate, is a solution of

platinum 1,3-diethenyl-1,1,3,3-tetramethyldisiloxane complexes (CASRN

68478-92-2, 1.5 weight percent) in a mixture of

1,3-diethenyl;1,1,3,3-tetramethyldisiloxane (CASRN 2677-95-4, 5 weight

percent) and vinyl group-terminated di-Me siloxanes (CASRN 68083-19-2, 93

weight percent.)

NOTE FROM MARLENE: There is no available data for "safe" levels of platinum

salt containing devices. Platinum salts are considered so toxic that the

consensus opinion in Occupational Medicine according to Dr. Harbut

with the Center for Occupational & Environmental Medicine is that platinum

allergy exists in a worker presenting with classic allergy symptoms (who

is

exposed to platinum salts) until proven otherwise. Classic symptoms as a

result of external platinum salt exposure include (1) Rhinorrhea (2)

Sneezing (3) Itching of nose, throat, palate (4) nasal congestion (5) Cough

(6) Dyspnea (shortness of breath) (7) Asthmatic Wheezing (8) Cyanosis (dark

bluish or purplish coloration) (9) Conjunctivitis (inflammation of the eye)

(10) Edema of eyes (swelling) (11) Lacrimation (excessive tears) (12)

Redness of eyes (13) Itching of Eyes (14) Photophobia (abnormal

sensitiveness to light) (15) Urticaria (hives) (16) Angioedema (17) Contact

Dermatitis (inflammation of the skin (18) Pruritia (19) Lymphocytosis

(increase in the number of white blood cells formed in lymphoid tissue) (20)

Eosinophilia.

Chloroplatinic acid is listed as the ingredient name, with 3-8015 INT

(PLATUM2) listed as the internal material name in Dow documents (DCCKK

A028229-33-4) mammary implant material formulation. Known risks to platinum

salts (chloroplatinic acid) have only been studied for occupational workers

and chemotherapy

patients (who have received cisplatin). Research by Gregg (1992) on

Cisplatin neurotoxicty measuring platinum at autopsy suggests that platinum

is retained indefinitely in an actively neurotoxic form. Platinum levels

in

neural tissue were highest in the dorsal root ganglia, followed by

peripheral nerves, dorsal and ventral nerve roots, spinal cord and frontal

lobe. Gastrointestinal, renal, and neurologic toxicities have limited the

the use of cisplatin. Platinum in cisplatin has a +2 valence. The risks

are

unknown when platinum is implanted in the human breast for long periods

of

time. No human research on platinum released from breast implants has been

published to date. Unpublished data (from a small study funded by CANDO)

has found platinum salts is being released from

gel-filled breast implants (after being implanted in the body for a period

of years) and is being found in significant amounts in the following body

fluids and tissues: blood, urine, hair, nails, sweat, breast-milk, bone

marrow, muscle, sural nerve, liver, brain, pancreas, leg blood vessel,

spleen, heart, and lung tissue. Children born after implantation were found

to have significant amounts of platinum in their blood and urine, while

children born prior to implantation did not. Platinum released from

gel-filled breast implants and found in body fluids and tissues when

speciated using an Ion Chromatography coupled to an ICP-MS has been found

to

have a valence ranging from +1 to +6 (the higher the valence the more

cytotoxic the platinum and in this highly oxidative state renders it easily

transportable across the blood brain barrier.) This data has been given

to

the FDA, who at present is disputing these findings. When asked recently

if

Dow Corning 3-8015 Intermediate (Platinum #2) is being used as the catalyst

by McGhan in their current gel-filled breast implants, the FDA replied this

is confidential (proprietary) information and cannot be released. FDA and

Breast Implant Manufacturer web sites state that small amounts of heavy

metals such as tin and platinum may be found in

breast implants. A petition to the FDA by Harbut, MD. that

consumers be warned of the risks of platinum in implants was denied. A

petition to the FDA by CANDO to halt the implantation of gel-filled implants

because the risks outweighed the benefits, was also denied.
