its the sugar that causes it to 'candy' (harden).. it has to get to 300ºF in order to harden into a lozenge. i don't know what else would cause this hardening process if sugar or honey or molasses wasn't used.

I don't think it would get as hard as it would if you used sugar but it would be worth a try... just to see... just use a candy thermometer and heat to the hard crack stage. There has to be a way because hard candies were made long before white sugar and corn syrup became so widely used...
