Mine never went back there again. I recently read that you should soak newspaper in the vinegar and then put the newspaper on the ground. I use the powder to keep various animals from under the house, moles from coming back through fresh holes, cats from pooping in the new mole-hills, stuff like that. If it’s dirt they are peeing in, try laying down chicken wire over the area and cover with some dirt. When they scratch to dig a hole, their nail will get caught in it and they won’t like it. Ammonia will attract them as it smells exactly like pee to them. They might avoid it right after the application, but not for long. Try those enzymes used to eat bacteria in carpet then lay down some moth balls with your chicken wire. Have also heard of people using wire mesh too.
