Obviously, alcohol will do a much better job as it is a root. However, you can also make a tea out of it or an extract without using the alcohol. Tincturing will take normally two weeks minimum. Better if allowed to sit longer. I would think that an extract might be better than an ACV tincture and will not take as long to make. Use whatever horseradish you can get. Regular is fine if you can't find organic. You can steep the wild yam in alcohol for two weeks or so and then add it to water and simmer for a 1/2 hour. This should drive off most the alcohol. Then just add some glycerine to preserve it. Or....
