I doubt it can prevent ticks from embedding though. I have read several times about a vaccine under development that would cause the tick to drop off pretty quickly after attachment, so the risk of passing some infection is very low. The vaccine has nothing to do with borrelia or other coinfections, it is based on the tick (saliva) only so should be safe.
