pre-verbal vs. non-verbal

What is the difference between pre-verbal and non-verbal?

My son babbles all the time and will occasionally say a word. He'll

have that word for a while and then it will be gone. He's been doing

this since 2 years old. Does this mean he's capable of speech, just not

able to use it? I always say he's non-verbal....am I wrong? Is he

actually just pre-verbal? We are chelating right now and I must

admit....I really want him to talk more than anything else.
