soaking & dehydrating

We soak to remove the enzyme inhibitors and then we dehydrate because we don't like soggy nuts. I'm at a loss as to why you would want to soak & dehydrate in this particular recipe, but maybe the author can enlighten us.

I have to agree there... I would also dry my sunflower seeds and then grind and add them.

Yep, I would soak and dry and then ground... you can always add a bit of water if moisture is needed for the recipe to hold it together.
