I own a group - you should be able to see the work POLL on the left side menu bar. It is not there. The setting to allow member access needs to be changed in the management settings. However, the low cost option is to start the new group, but until the archives are moved, don't invite anyone other than the moderators and owners to join. Then, go through the archives and email them to the new list. Time consuming, but with enough people, doable. Once everything is moved over, then open the new list up for the members.
