Introduction: The International Training & Education Center for HIV (I-TECH) program in India is seeking a Senior Monitoring and Evaluation (M & E) Officer that will lead I-TECH India in identifying strategies and methods to strengthen evidence based programming. The M & E officer will liaise with internal and external technical leads to develop M & E frameworks for major programmatic initiatives be responsible for leading and overseeing the process of data collection and analysis, ensuring that technical leads have the information they need to make sound programmatic decisions. The M & E officer will also compile and analyze project generated data to ensure that both the process and outcomes from I-TECH India ’s best practices are documented and shared. Finally, the M & E officer will respond to I-TECH India and I-TECH Seattle requests for information and ensure programmatic reporting needs are met. II. Description of Roles and Responsibilities (including the estimated proportion of workload) for the position: Program and Technical Staff (M & E) Performance Direction and Management: 40% Develop overall program capacity and leadership for undertaking meaningful programmatic M & E. In collaboration with Project and Medical Directors, ensure the development and maintenance of a system of continuous quality improvement through routine collection and analysis of quality-of-care indicator data. Meet regularly with I-TECH India staff, specifically the technical/programmatic teams, to ensure they are receiving information necessary to make evidence-based program management decisions. Correspond with M & E team at Headquarters office on a regular basis (approximately monthly) to provide updates and data, discuss reports, schedule timelines, and request additional TA support as needed. Ensure M & E plan and logic model are relevant to evolving goals and objectives of I-TECH India and close existing gaps between indicators listed in the M & E plan and actual data collection/activities Ensure development of appropriate evaluation plans for training programs and activities within the organization including: Clarifying objectives, developing indicators (both process and outcome), identifying and/or developing M & E tools for specific activities. Supervise and mentor Chennai M & E Team including monitoring of progress to completing work assignments. Regularly appraise these staff and provide feedback and support to enable them to do their jobs better and more effectively. Identify and foster collaborative relationships with external technical personnel and institutions to support the mission of I-TECH/India. Epidemiology/Research Technical Lead for Clinical Fellowship: 30% Provide guidance and operational support to GHTM/I-TECH Fellows with their research projects and be the Technical Lead for the Epidemiology and Research modules of the Fellowship Program Led the implementation and operationalization of the epidemiology/research component of the ITECH Clinical Fellowship Program Ensure the timely completion of high quality project work by the clinical fellows. Develop and led sessions on M & E and research related topics for the Fellowship Program. Conduct training and technical assistance sessions on monitoring and evaluation Program impact evaluation design and implementation (including Data Management and Analysis): 30% Oversee the coordination of data collection across all training programs by setting up systems of timely data collection and entry. Ensure that data collected and submitted is accurate, useful, and of high quality. Includes ensuring the M & E requirements described are developed and implemented in a timely fashion that represents the views of key stakeholders (i.e. I-TECH, Centers for Disease Control and Prevention, PEPFAR, HRSA). She/He is also responsible for making sure there is sufficient and appropriate personnel with the right level of resources and other support needed to implement good quality M & E. Ensure evaluation data is entered into I-TECH training database in coordination with I-TECH systems administrator Oversee development and management of program data bases to ensure quality of data input and output/reports Identify need for development and revision of evaluation tools (pre/post tests, daily/overall course evaluation forms, checklists, etc) for training and technical assistance programs and lead the development and revision process Ensure feedback provider to team leads and development analysis plan to present both longitudinal data and overview data from project wide perspectives. Develop outcome evaluation plans for training initiatives, including needs assessments, and follow-up, oversee or conduct implementation efforts, analyze data and write summary reports of completed evaluation activities as needed. Identify operations research questions and special studies of interest to I-TECH staff and support development and implementation. Includes the identification and implementation of an appropriate operational research (OR) portfolio to better evaluate the impact of I-TECH/India’s programs. This will include the development of OR protocols, OR implementation and oversight, and evaluating OR results to ensure dissemination of findings. Problem-solve delays in data collection and provide leadership in implementing innovative solutions. Supervisory Responsibilities: The Director will be responsible for supervising the Chennai M & E team, currently consisting of one M & E officer and a data-entry operator but may expand to additional staff in the future. III. Qualifications and Terms of Contract: MPH or related degree in behavioral or social sciences (PhD. Desired) 5-10 years of experience working in public health, international development, or related field. Experience developing and managing data bases Experience in qualitative and/or quantitative methods of data collection and analysis Proficient in software programs such as Word, Excel, Access, Stata or SAS, Epi-info, SPSS Training or capacity building experience in public health or monitoring and evaluation work. Demonstrated capacity to pull together progress reports from multiple sources of informationResearch or operations research experience required Duration of contract: 1 year with an option to renew annually based on performance Salary range: Dependent upon previous experience.
