Guest guest Posted March 13, 2009 Report Share Posted March 13, 2009 Senior Technical Advisor, HIV/AIDS, Trafficking and GBV UNIFEM Location: New Delhi/   Last Date: March 23, 2009 Terms of Reference Requirement: SENIOR TECHNICAL ADVISOR, HIV/AIDS, TRAFFICKING AND GBV Type of contract: SSA (Special Services Agreement) Duration: 6 months Location: New Delhi, India Organizational Context: UNIFEM’s sub-regional strategy for South Asia seeks to address the development challenges of the region by focusing on the empowerment of excluded women through increased compliance to international human rights standards. A large number of these excluded women include survivors of gender based violence (GBV), women living with HIV/AIDS, and trafficked women. To strengthen the above responses, a senior technical advisor will be appointed. she/he will work under the supervision of the UNIFEM Regional Programme Director. The Senior Advisor for HIV/AIDS, Trafficking and GBV will be based in New Delhi and will provide advice in the area of HIV/AIDS, trafficking and gender based violence to strengthen and expand the UNIFEM programme in the eight countries of South Asia being administered by UNIFEM SARO. Key Functions: Initiate and maintain contact with specialist institutions and the UN interagency network with a view to encouraging collaboration, and increasing the visibility of the UNIFEM SARO office in the gender dimensions of HIV/AIDS, trafficking and GBV. Develop UNIFEM's capacity in the thematic area, in support of its Sub-regional Strategy, through review and analysis of the organization’s work, regional trends, data/case studies, and activities designed to deepen the understanding of UNIFEM and other partner organizations regarding the gender dimensions of HIV/AIDS, trafficking, and GBV. Maintain, update and expand the data base (qualitative and quantitative) on GBV, trafficking and HIV/AIDS for use by a broad range of partners at headquarters and in the field. In the priority countries of Afghanistan , Bangladesh , India , Nepal and Pakistan , this data will be used by UNIFEM to build on strengthening women’s leadership and capacity to advocate for relevant policies and programmes, budgets and processes. Prepare and use relevant learning tools to strengthen the capacities of partners (government and NGO) at the national/regional levels on issues relating to vulnerability, gender and sexuality, and human rights. These learning tools will aim at awareness building and deepening of understanding, and promoting behaviour change of critical stakeholders. The focus will be on enabling survivors of violence, victims of trafficking and women living with HIV/AIDS to get voice and visibility. Provide technical inputs in close collaboration with specialists, UNIFEM staff, and the UNAIDS Country Programme Advisors, the national machineries for women and the national AIDS programmes in the design of the situational and needs assessments that could impact the development of national strategies and national programmes in the area of GBV and HIV/AIDS. Prepare strong proposals for donor support that contribute towards generating processes in the region that promote a south-south learning and that generate synergies to strengthen the women’s agency as well as the women’s constituency in the South Asian region. Participate in the relevant fora in the region to strengthen alliances that can promote advocacy of gender and trafficking and GBV as well as HIV/AIDS concerns at all levels of governance. Support dialogues and consultations between government actors and grassroot advocates for a strong gender focus in the country coordinating mechanism (CCM) of GFATM and developing a strong proposal for GFATM round 9 on gender and HIV in the various countries of the region. Provide advice and support to UNIFEM’s partners to take forward the global agenda relating to the Millenieum Gevelopment Goals as well as the Convention on the Elimination of all forms of discrimination against women. • Document strategic initiatives in an analytical manner so that the intersectoral linkages between the twin pandemics of HIV/AIDS and GBV can be better understood and addressed. Set up linkages with agencies working with “men and boys†to expand the work on gender based violence in the South Asian region. Support the UN Trust Fund on ending violence against women in some counties of South Asia like Bhutan , Maldives and India to manage Trust Fund activities. Willing to work as a team, and promote a learning environment and a focus on results-based management. Qualifications: Advanced Degree in Social Sciences or other Development-related field; Post graduate degree in social sciences, and/or public health and/or international relations, and/or gender/women in development and human rights issues. A minimum of 10 -15 years of practical experience with increasing responsibility in the field of gender and/or public health. Extended specialized experience in gender and development and an understanding of the socio-economic construct of the eight countries of South Asia . Ability to work under conditions of extreme pressure; experience in training - facilitation and design. Practical experience in programme and human resource management. Ability to motivate staff and work in a team. Proven ability to document, and evidence of published work in the relevant fields of gender, HIV/AIDS and GBV. Proven ability to dialogue with senior government representatives and UN teams and ability to build alliances amongst civil society and women’s groups. Strong analytical, writing and communication skills. Excellent computer skills in a Window environment, knowledge of Internet communications and command of MS Office applications (Word, Excel, Power Point).
