Dear NACO and Friends,

Greetings from Positive Lives India (PLI+) !

We would like to bring to light in this forum with regard to two more new

Community Care Centre (CCC), and the functioning of the NACO and SACS.

As a part of NACP III plan strengthening the ongoing activities to scale-up and

establishment of new ART centres, link ART centres and CCCs across the country.

However, based on the HIV/AIDS surveillance data from Goa and needs of the

community to access care and support services for PLHAs from Goa. NACO has been

approved two more new CCC for Goa, which was sanctioned last year. As a matter

of concern, still it is not yet started even the process for almost two year is

getting complete and NACP III phase is for five year.

The Goa SACS had made an advertisement twice last year, and processed for the

eligibility criteria as per NACO guidelines for the CCC.

Accordingly, many organisations applied and none of the civil society agencies

were become eligible or fulfil the strong criteria set by the NACO.

The rationale information was not provided for the purpose and advertisement was

not so clear. As a result majority of them withdrawn their application and

consultant who was engaged reported same to the NACO.

Moreover, once again later re-invited the application for CCC, it is almost

seven to eight month past now the process has not been started and Goa-SACS

keeping quite giving excuses telling that it has to finalised by NACO the final

authority. We don’t know internally.

Therefore, we would like to ask NACO when it will be process and finalise to

establish proposed two more new CCC in Goa, because lot of inconvenience can be

avoided faced by the individual PLHAs in Goa and strengthen care and support

services as a need of the hour on priority basis

We will look forward for the favourable and earliest response of the NACO on the

subject matter.

In addition, to this we will be highlighting more issues shortly on PPTCT scale

up programme, home based care, access to second line ART and functioning of TI

Kindly take note for future references on slight changes of the organisation

name from Positive Lives Foundation, now transit into Positive Lives India

(PLI+) is one of the leading national level Community Based Organisation of, for

and PLHAs.

With best regards
