Team Leader – Strategic Management & Planning

Rajasthan State Aids Control Society & UNFPA

1. POSITION VACANT: Team Leader – Strategic Management & Planning (TL-SMP),

2. ORGANIZATION BACKGROUND:

UNFPA, the United Nations Population Fund, is an international development

agency that promotes the right of every woman, man and child to enjoy a life of

health and equal opportunity.

In India, UNFPA is providing technical assistance to GOI on their NACP-III

programme. The NACP-III maintains high thrust on preventive interventions for

reversing the HIV/AIDS epidemic. Key strategies include high priority for

saturation of high risk groups with comprehensive package of preventive

services, and general population with set of prevention interventions such as

condom programming, STI services, and “opt out” strategy for testing.

UNFPA’s interventions relate to capacity building at the state level for

effective implementation of the NACP III programme, support for strengthening

community led processes for empowerment of sex workers, facilitating integration

of RCH II and NACP III programme interventions, ensuring integration of HIV/AIDS

messages in youth programmes and exploring south-south collaboration on sharing

NGO and Government experiences in implementing HIV/AIDS activities.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

The Team Leader – Strategic Management & Planning (TL-SMP) shall be based in

Rajasthan and will report to Project Director - RSACS & UNFPA.

Key Duties and Responsibilities shall include:

(1) Providing support in developing Annual Work Plan (AWP) of the RSACS on the

basis of the NACP-III, with clearly defined roles and responsibilities in

programme implementation

(2) Coordinating with the officials of the various components under the

NACP-III, for the implementation, monitoring and evaluation as per the annual

plans

(3) Tracking the implementation of the AWP of the RSACS and providing timely

feedback to the Senior Programme Managers

(4) Developing mechanisms in the RSACS for facilitating quality and timely

implementation of the various planned interventions under the NACP-III programme

(5) Facilitating strategic partnerships with the development partners, NGOs and

civil societies to implement the NACP-III programme

(6) Building the capacities of the officials of the RSACS in programme planning,

implementation and monitoring to achieve the desired objectives of the NACP-III

programme

(7) Facilitating the decentralized planning and programme management through

District Aids Prevention & Control Unit (DAPCUs) in the state

(8) Providing strategic inputs in the management of the identified interventions

under the Public Private Partnership

(9) Coordinating with other NACP-III and TSUs in other states for integration of

replicating best practices in strategic management in Rajasthan

(10) Assisting in the documentation of best practices related to strategic

planning for SACS

(11) Coordinating the institutional appraisal and selection of institutions for

all SACS activities

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Minimum a Master’s Degree in Management/ Social Work/ Public Health/ Community

Medicine/ Rural Development or related field from a reputed institute

Experience:

(1) Three to five years experience in the field of HIV/AIDS, monitoring &

evaluation, strategic management & planning at the district and state level

(2) Should have knowledge of Program M & E indicators and CMIS indicators as per

NACP-III. Should also be proficient in Result Based Management (RBM)

(3) Must have a proven track record of managing NGOs & CBOs

(4) Demonstrate knowledge of NACP-III program

(5) Should have ability to monitor district & state level program budgets and

planning

Required Competencies:

(1) Ability to speak in English and Hindi language is mandatory; knowledge of

(4) Leading, supervising the team of TI program officers in mentoring and

(6) Coordinating the NGO appraisal and selection of NGOs for targeted

intervention activities.

(7) Managing and supporting the documentation of best practices in targeted

experience working as a Technical program officer for Targeted Intervention at

the district and state level.

(2) Should have a proven track record of managing, monitoring and evaluating

NGOs and CBOs at the district and state level for 3-5 years.

(3) Should demonstrate knowledge of Targeted Intervention, Prevention program as

per the NACP III program.

(4) Should have knowledge and experience of working with a Condom Social

marketing program for 3-5 years.

Key Duties and Responsibilities shall include:

(1) Reviewing the existing Information Education and Counseling (IEC) materials

and needs for Targeted Interventions in RSACS and other States.

(2) Ensuring community involvement while field testing all the IEC.

(3) Assessing the needs of existing TI partners for IEC and plan to develop

state/district specific materials.

(4) Developing a strategic plan for IEC and TIs in consultation with the senior

officials of the RSACS. The plan should keep in mind addressing culturally and

locally specific IEC for TIs – High Risk Groups (FSWs, MSMs, IDUs, Truckers and

Migrants).

(5) Developing a strategic plan for IEC on Care & Support and positive living

for RSACS along with the RSACS IEC Joint Director.

(6) Designing and using impact measurement systems like IEC activities, as well

as document and archive feedback from implementing partners.

(7) Developing a documentation methodology to achieve the IEC material and

institutional knowledge on HRGs and Care and support locally. Develop and

document a user manual for each of the IEC material/toolkits for implementing

partners and suit local needs.

(8) Providing support in conducting trainings for the implementing partners of

RSACS on using the IEC material in the field at various levels. (Counseling,

outreach work, advocacy with stake holders, referrals and linkages, etc.)

(9) Ensuring coordination and smooth operations of PPP- ICTCs between RSACS and

implementing partners.

(10) Monitoring and evaluating the existing PPP, implementing ICTC on a regular

basis for their coverage, quality and impact as planned under NACP III.

(11) Evaluating and planning selection or expansion of PPP as per NACP III and

RSACS needs under ICTCs.

(12) Coordinating and monitoring male and female Condom Social Marketing

initiative with the TI programs (FSWs).

(13) Reviewing and archiving for RSACS and the IEC material developed by the

male and female Condom Social Marketing Organizations. The position will

directly report to UNFPA and PD SACS and assist the Joint Director IEC at RSACS.

(14) Providing support in developing a resource center of various IEC materials,

training resource materials and technical guidelines.

(15) To report to the Team Leader Strategic Management and Planning.

NACP-III programme implemented by RSACS

(2) Coordinating with various training institutions/ agencies to ensure training

is organized and implemented as per the approved annual work plan and training

curriculum

(3) Developing a database of the resource persons/ master trainers for the

various training programme at the state level

(4) Designing a training plan for the Targeted Interventions (TI) for 2009 and

organizing the trainings for increasing the capacities of the CBOs/ NGOs active

in the field of TIs with high risk groups, care and support implementing

partners

(5) Developing a checklist for the monitoring of the quality of the various

trainings planned by the RSACS under the NACP-III programme

(6) Developing a mechanism to monitor the trained service providers in the

utilization of the newly learned skills

(7) Monitoring oversight functions of the agreed training plans with different

partners in Rajasthan –

a) Reviewing the training curricula of the planned trainings to ensure

harmonization with NACP-III

B) Sensitizing the senior officials of the various Directorates of the Medical &

Health Departments and other ministries on NACP-III, its priorities and

modalities with focus on mainstreaming

c) Ensuring that all technical and financial staff at RSACS have a common

understanding of NACP-III, its priorities and are in sync with the “Three Ones”

principles. This should further ensure Result Based Management (RBM) at the

RSACS

(8) Coordinating with all the training partners to review & monitor the training

plan for –

a) Capacity building institutions for TIs, care & support, blood safety and

others

B) TIs: Female sex workers, men having sex with men, injecting drug users

c) Implementing partners for Care and Support

d) Human Resources RSACS and their implementing partners

(9) Conducting impact assessment of trainings at a regular interval and

documenting the M & E reports and feedback for all trainings conducted at RSACS

(10) Regularly reviewing the M & E reports of the implementing partners & RSACS,

documenting the emerging training needs from the reports and regularly updating

the training modules with the training institutions

(11) Conducting regular cluster meetings at the district level for all partners

and stakeholders of RSACS to regularly update them and ensure coordination for

referrals and linkages based on the needs of the community

(12) Coordinating with the Department of Family Welfare in organizing the

various capacity building trainings of the Service providers under the NACP-III

and RCH-II programme

(13) Liaising with various departments and implementing partners of RSACS to

plan the capacity building and training strategies for RSACS

(14) Assisting in the development of centers for excellence on prevention, care

& support programs

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Minimum a Master’s Degree in Public Health/ Community Medicine/ Clinical

Medicine/ HIV/AIDS/ Social Work/ Training & Rural Development or related field

from a reputed institute

Experience:

(1) Three to five years experience in capacity building at the district and

state level in the field of HIV/AIDS

(2) Must have a proven track record of managing and training NGOs & CBOs for

more than four years

(3) Should have experience of working as a Training Specialist, Technical

Advisor – Capacity Building at the district and state level

(4) Must demonstrate knowledge of the capacity building needs for NGOs, CBOs and

State AIDS Societies, District AIDS Prevention & Control Units as per the

NACP-III program under prevention, care, support and treatment

(5) Should have knowledge of monitoring needs of the NGOs/ CBOs at the district

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualification:

Minimum a Master’s Degree in Public Health/MD (Community Medicine) or related

field from a reputed institute.

Experience:

Minimum 8 years experience of working with the health systems, especially in

training related positions.

Required Competencies:

(1) Ability to speak in English and Hindi language is mandatory.

(2) Knowledge and proficiency in report writing in English is mandatory.

(3) Proficiency in MS Office & Window software is a must.

(4) Willing to travel frequently.

5. COMPENSATION OFFERED:

¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬¬Consultancy fee will be at par with the best in the health

sector.

6. DURATION OF CONTRACT:

Selected candidates shall be offered an 11 month consultancy contract,

extendable based on performance and will be contracted and managed through a

UNFPA appointed agency.
