Situation of Drop-in centres. Questions to NACO

Dear Forum,

 

“NACO has established clear guidelines for mobilization and networking among

PLHA and utilizing them as advocates for prevention as well as care, support and

treatment programmes including setting up of Drop-in centres”.

(NACP III. 2006-2011). Strategy and Implementation Plan November 30, 2006

(NACO). Chapter 13, Enabling Environment. Page 139)

 

But, it is nothing new for PLHIV community,  From the beginning NACO will talk

for the betterment of Community and Quality of service but the Ground reality is

just opposite.

If we take the Example of Rajasthan not even a single DIC is running; where as

per NACO guideline all the A & B categories districts should have DIC. Five DICs

had approved for Rajasthan but only one were functioning one year back, it was

shut down and reason was given that DIC and DLN can not function together where

as if we see in south all the state are having DICs as well as DLNs.

 

Last  year RNP+ has taken up the issues related to care and support provisions

in Rajasthan through 9 days Dharna and submitted to the concerning authority and

it was accepted By NACO with a written letter from Dr Rewai But the indirect

result was that DIC were shut down and hampered RNP+.

At present RNP+ having more than 12000 members statewide and out of that more

then 5000 are women living with HIV where as 1649 are widows without any hope

and help.

On the name of care and support first line treatment are available and OI is

being procured by Gujrat which is available only at ART centers. My question to

the forum is :

 

Why NACO is having Double standard policy?

Why North is being neglected from the beginning?

Why the NACP-3 is being not implemented Nationwide Equally?

Why DIC is not implemented in all the A & B district ?

why NACO is underestimating PLWHIV Community?

 

We need explanations on above quries from the concern authority asap, If not

entire northern community will force to take the action.
