This would differ as per the test employed. Unless we have a test that detects the virus as soon as it infects a person, every test will have its own window period. As far as screening of the blood is concerened one will have to consider the cost benefit ratio to advocate a test with shorter window period. The best way to avoid blood transfusion during window period is self elimination by donors who have had some risk taking behavior in previous 4 months.
