The purpose of this announcement is to expand and strengthen technical assistance and collaboration at national, state, and district levels to more effectively design, implement, and monitor HIV/AIDS programs through the strengthening of government-initiated care and support, surveillance, laboratory systems, human capacity development, and monitoring and evaluation in India. Measurable outcomes of the program will be in alignment with the following performance goal(s) for the Emergency Plan: (1) Strategic Information Management and Planning: (a) Conduct at least 2 follow up triangulation workshops 6 months apart. (2) Laboratory Strengthening: (a) Conduct 5 assessments of STATE Reference Laboratories (SRLs) affiliated with National Reference Laboratories (NRLs) in Tamil Nadu (TN) or Andhra Pradesh (AP) states; ( Conduct a 3 day quality systems management Training for NRL managers; © Conduct 25 bench trainings of lab scientists on opportunistic infections (OIs); (d) Perform proficiency testing (PT), data entry, and analysis at 50 Integrated Counseling and Testing Center (ICTCs); (e) Conduct 4 laboratory medical information systems (LMIS) training for select reference labs. (3) Human Capacity Development (HCD): (a) Provide accelerated assistance in 2 states e.g. Andhra Pradesh (AP) and Tamil Nadu (TN); ( Develop and have NACO clear ARTC (ART Center) and CCC (Community Care Center) nurses training in 1 state to include curriculum development support & QA for pre-service training; © Implement training for 25 ARTC nurses in Andhra Pradesh.
