Final Evaluation of Community Empowerment & Advocacy for Sustainable Health Care for People in Extreme Need in Orissa: CEASH Project

The CEASH project implemented by National Youth Service Action & Social Development Research Institute (NYSASDDRI) since September 2004 is a five year project which aims to reduce poverty and improve the health status of the poor, underserved communities with particular focus on women and people from Scheduled Castes and Scheduled Tribes in the district of Jajpur and Dhenkanal of Orissa. The project is financed by European Commission and technical support is provided by Interact Worldwide.

Interact Worldwide is inviting proposals from regional/national level organizations/agencies to undertake the final evaluation.

The overall objective of the project is:

To contribute to poverty reduction and improved health status of the poorest more disadvantage people in Orissa in line with the Government of India’s tenth five year plan and Orissa State Government’s Health & Family Welfare Sector Investment Programme.

The specific objective of the project is:

To enhance the capacity of village level community groups, local government (the Panchayati Raj Institutions) and civil society to play an effective role in improving the health status and realising the reproductive rights, of the poorest, most under-served communities in Dhenkanal and Jajpur Districts of Orissa State.

Under the CEASH Project 774,240 Euro is being provided over five years to support and implement multi disciplinary initiatives in key catchments areas of the two Districts of Jajpur and Dhenkanal in Orissa.

The six results that will contribute to achievement of the project’s purpose are:

1. Empowerment of poor people in Jajpur and Dhenkanal Districts of Orissa especially women and members of scheduled castes and scheduled tribes.

2. Increased effectiveness of the Panchayati Raj Institutions in ensuring the provision of accessible and high quality health care services to those most in need.

3. Effective delivery of health services through primary health centres.

4. Increased knowledge/evidence base about primary health care delivery in Orissa.

5. Public attitudes and Government policy and practice in relation to health care will be informed by research findings and advocacy activities undertaken by, with and for the poorest communities.

6. Increased capacity of NYSASDRI.

Agencies applying are encouraged to suggest an appropriate design for this evaluation.

The technical proposal should include:

- Experience of carrying out Final Evaluations especially EU funded projects.

- A tentative work plan and the work plan should reflect the time set for each member of the team for the fulfilment of the assignment as well as the timely completion of the deliverables in the assignment.

- Total cost including fees and expenses to undertake the assignment including the production and submission of the final report to Interact.
