Guest guest Posted August 5, 2009 Report Share Posted August 5, 2009 Dear Forum, As we all know that now a days Indian Railways has granted concession for people living with HIV need to travel by railways for the cause of treatment. The concession from issues from any ART Center along with one attendant. Accordingly I also used to collect the concession from LNJP Art Center, New Delhi as I travel from Gwalior to get my 2nd line ART along with a girl of 10 years, who is also on 2nd line ART. It is our regular practice to get the ticket earlier including reservation. So, I approached the ticket counter to get our ticket including reservation, but the booking refused to make any Seat Reservation as in this category it is not approved by Railway Authority. The concession is only applicable for Unreserved General Ticketing ! But, in any other categories like for Disable People or Cancer Patients it is concession including Seat/Birth Reservation is allowed. My questions are, if in other categories it is allowed then why not in case of people living with HIV? How any serious patient( HIV+) could travel in usually overcrowded Unreserved General Class? Indian Railways Authority must rethink to confirm to maintain Equality for all disadvantaged categories. The logic behind the concession was to act as an enabling action that helped more people to access ART, whose centers are often far away and scarce. The whole purpose of this concession would be rendered into an eyewash and futile if reservations are not allowed on this concession, for it is well known that the unreserved compartments are unsuitable for travel even by general population, and is often taken over by the coolie-railwaymen mafia to illegally sell off entry and seats at a small price. Guest guest Posted August 10, 2009 Report Share Posted August 10, 2009 Dear forum I am Saroja- representing KNP+ , i am a person living with HIV past from 10yrs, I support the observations on the posting " Railway Concession for HIV Positives Ground Reality " I would like to add that HIV +VE person who are not on ART also require reservation, apart from the ART treatment, there is a need to treat Opportunistic infections, which has to be treated immediately.
