The Advocacy Officer will be responsible for informing, influencing and documenting advocacy work within programmes of the Alliance India Secretariat and its partner agencies. S/he will work closely with the Programme Manager: Policy, to co-ordinate state and district level advocacy work. In co-ordination with programme and technical staff, the Advocacy Officer will have to identify key areas for development of advocacy work within Alliance India Programmes. Working in close coordination with the Programmes team and Alliance India partners, the Advocacy officer will have to develop, document and disseminate good advocacy practices to inform and influence Alliance India's policy work. S/he will be key person to assess the advocacy capacity needs of Alliance India partners and design, develop and provide technical assistance to the partners and external stake holders. S/he will be responsible to frame appropriate and effective technical support and training strategies for Alliance India programmes and partners, in response to policy priorities and emerging good practice. S/he should facilitate state and district level engagement by Alliance India and its partners with indigenous civil society networks, and other state level partners. S/he will also be responsible to plan and manage specific state and district level advocacy projects as approved by the Director: Programmes and Policy. S/he will have to play a key role in establishing and maintaining effective relationships with relevant stakeholders, including state and district government agencies, implementing NGOs and other state level organisations and also represent Alliance India in appropriate state and district level fora. We are looking for a dynamic self-starter with good experience in policy and advocacy work, strong written and verbal communication skills. The candidate should have adequate experience of working in care, support and/or HIV treatment programmes, preferably within a non-governmental organisation setting. A good understanding of legal and ethical issues around HIV is also essential. Experience in project proposal development and budget preparation will be an added advantage. The applicants should also demonstrate experience of working with multiple stakeholders in civil society and the government at different levels. The successful candidate should hold a Master's degree in social sciences, health or development field (or equivalent) with at least 5-7 years' relevant experience in the public health or development sectors especially in policy and advocacy work both at state and national level. The candidate should also have demonstrated experience and understanding of providing technical and capacity building support to organisations at the community level. The candidate will also have excellent communication and presentation skills. Fluency in English and Hindi language is essential. Fluency in any other Indian languages (especially Tamil, Telugu or Marathi) would be of added value. The position requires a strong commitment to HIV and sexual and reproductive health and NGO activities in India, and a strong interest in and understanding the relevant issues This position involves regular contact with children and the Alliance India operates rigorous recruitment and selection procedures and check that reflect our commitment to the protection of children from abuse.
