It is a good suggession of mr santosh padhy to include PLHAs in BPL list.

But here the matter of confidentiality and fear of stigma and discrimination

play a vital role in the implementation of such idea. because of stigma many

PLHAs are not interest to expose themselves.

In the other hand  if govt. will accept this suggession then it may act as an

incentive for PLHAs to come forward to tackle the stigma and also help them to a

life of safety and dignity.
